    MoU with NFSU and CDFD

    Adherence to New Laws

    Currently, 23 mobile forensic science units are operational across various districts, collecting samples from crime scenes. As per the new law, the Scene of Crime Team must visit crime scenes in cases where the punishment exceeds seven years. Sh.     Strengthening FSL through Major Recruitments

    53 positions for Senior Scientific Assistants and Scientific Assistants are being filled through the Haryana Staff Selection Commission, with the recruitment process in its final stages. Additionally, 135 positions for Senior Scientific Assistants, Scientific Assistants, and Laboratory Assistants are being processed through the Haryana Skill Employment Corporation, with 14 already joined and document verification ongoing for others. Moreover, a selection exam for 23 Senior Scientific Officers will be conducted this month via the Haryana Police Housing Corporation. The government has also approved 155 new positions for the Cyber Forensic Unit, with recruitment set to commence soon.

    Haryana Director General of Police, Shatrujeet Kapur, reviewed with senior officials the timely resolution of pending cases at the state's Forensic Science Laboratories (FSL). The discussion focused on capacity building, filling scientific staff vacancies, streamlining processes, and implementing a two-shift duty system to enhance report turnaround times. The meeting, held at the Sector-6 police headquarters, included senior police officials and FSL deputy directors from across the state. Sh. Kapur stressed the importance of reducing the time required to process samples by providing additional manpower and equipping the labs with state-of-the-art technology. This, he noted, would increase the output of the specialists. He directed officials to study processes based on industrial engineering principles and ensure the availability of new technology and equipment wherever possible. He also urged them to review the entire procedure from sample collection to the delivery of results. It was announced that new staff would soon be appointed to expedite the investigation process.

Four Haryana Police officers are stationed at the Indian Cyber Crime Coordination Centre (I4C) working with 20 major banks to prevent cyber fraud. Currently, 14 nodal officers from 9 major banks are collaborating with the Haryana Police team to quickly freeze accounts involved in cyber fraud. DGP Sh. Kapur urged the public not to share private banking information such as OTPs, account numbers, or IFSC codes with unknown persons and to avoid clicking on suspicious links or falling for attractive offers in online advertisements. In case of cyber fraud, individuals should immediately contact the Haryana Police helpline at 1930 within the first hour.

    Use of 'ASTRA' Software

    In collaboration with the Department of Telecommunications, Haryana Police has also blocked 496,562 mobile numbers using the 'ASTRA' software, which employs AI and facial recognition tools to identify and block numbers used with fake documents for cyber fraud. Critical information about cybercriminals' locations and activities is shared with other states to facilitate swift action and arrests.

     
    Major Arrests in Nuh District

    Nuh district has reported the highest number of cybercrime cases in Haryana. In response, Haryana Police launched a special operation, identifying and blocking 18,886 mobile numbers used for cyber fraud in Nuh. This operation revealed that cybercriminals in Nuh were using mobile numbers obtained from other states. Additionally, Haryana Police is working with Airtel to develop AI-based solutions for better cybercrime control.

    Director General of Police Shatrujeet Kapur emphasized the critical role of mobile numbers in cybercrimes. To block these numbers effectively, Haryana Police formulated an action plan involving three key strategies. First, they extracted details of numbers used in complaints received on the cyber helpline portal and initiated blocking actions. Meetings with telecom companies' representatives were conducted to strategize and block suspicious numbers, resulting in the blocking of 111,349 mobile numbers, the highest in the country.

     
    Daily Arrests of Cybercriminals

    Haryana Police arrests about 11 cybercriminals daily. Director General of Police Shatrujeet Kapur said that cybercriminals constantly devise new methods to defraud people. From January 1 to May 31, 2024, Haryana Police arrested 1,668 cybercriminals. Of these, around 400 were from Haryana, while about 1,200 were apprehended in cybercrime hotspots across Assam, Rajasthan, Jharkhand, Uttar Pradesh, and other states. Haryana Police has identified 50 such hotspots nationwide where cybercrime cases are most frequently reported.

     
    Haryana Police Leads Nation in Blocking Cybercrime Numbers

    Haryana Police has achieved the top position in the country for blocking mobile numbers involved in cybercrimes. According to the National Cyber Crime Reporting Portal, a total of 111,349 mobile numbers have been blocked by Haryana Police so far, the highest in India. This is Haryana Police's second significant national-level achievement in cybercrime control, earning widespread praise. Between January 1 and April 30, 2024, a total of 546,000 mobile numbers involved in cybercrimes were blocked nationwide, with Haryana Police blocking 111,349 of these, accounting for nearly 20% of the total. Consequently, Haryana Police has emerged as the national leader in blocking cybercrime-related mobile numbers.

     
    Haryana Police Ready for Counting

    DGP Kapur said that the counting process will commence at 8 AM on June 4. Haryana Police have meticulously planned and deployed forces to ensure a smooth and efficient counting process. Senior police officers have been tasked with monitoring the counting activities. Any attempt to disrupt law and order will be dealt with strictly. It is noteworthy that due to the extensive arrangements by Haryana Police, the polling process on May 25 was conducted smoothly without any untoward incidents or the need for re-polling.

     
    Three Entry Gates and Separate Sections for Counting:

    Each counting center will have three separate entry gates for counting staff, counting agents, and EVM machines. Different sections have been created within the counting centers for organized counting. Parking arrangements have been made for representatives of various political parties and counting staff. All basic facilities, including fire services and ambulances, have been ensured at the counting centers.

     
    Restrictions on Unauthorized Individuals and Traffic Management

    Unauthorized individuals will not be allowed to enter the counting centers. A traffic diversion plan has been prepared to manage the flow around these centers. CCTV cameras have been installed from the main entrance to the entire counting center premises to keep a close watch on all activities related to the counting process. Male and female police officers have been assigned to frisk every person entering the counting centers. Quick Response Teams (QRTs) will be deployed in sufficient numbers to maintain law and order. Additionally, duty magistrates will be stationed at various checkpoints and entry points.

     
    Extensive Arrangements and CCTV Surveillance in 91 Strong Rooms

    Director General of Police (DGP) Shatrujeet Kapur stated that at least 70 police personnel will be stationed at each counting center. Additionally, 15 companies of CAPF along with other police officers have been assigned to the counting centers. Security checkpoints will be established within a 100-meter radius of these centers. CCTV cameras have been installed in all 91 strong rooms to monitor every activity closely. Unauthorized individuals are strictly prohibited from entering these areas. Police commissioners and superintendents have been instructed to adhere to guidelines issued by the Election Commission of India to maintain law and order during the counting process.

     
    Haryana Police Ensure Three-Tier Security Arrangements for Peaceful Counting Process on June 4

    In preparation for the vote counting process on June 4 for the Lok Sabha elections, Haryana Police have implemented stringent security measures across the state. A three-tier security system will be in place around 91 counting centers. The first tier will be manned by Central Armed Police Forces (CAPF), the second by Haryana Armed Police (HAP) or Indian Reserve Battalion (IRB) personnel, and the third by district police officers. Over 10,000 police personnel have been deployed to ensure smooth operations at the counting centers.

    Director General of Police (DGP) Shatrujeet Kapur inaugurated a state-of-the-art e-library at the Police Lines in Kurukshetra district. DGP Kapur highlighted the immense benefits of the e-library for children pursuing higher education and students preparing for competitive examinations. He emphasized that an e-library is the need of the hour, providing essential study materials that will inspire students to learn and excel. This initiative by the police department aims to create a conducive learning environment for the children. He also announced that similar e-libraries are being set up by the Haryana Police in every district. The e-library boasts state-of-the-art furniture for students, 20 computers for digital learning, 10 Kindles, and smart boards to ensure easy access to e-books in the digital age. Additionally, a foreign language learning center has been established within the library, offering online training in Spanish, French, Japanese, and English.

     
    Haryana State Crime Branch Achieves Major Success, Brings Justice to Family Awaiting Justice for 2 Years

    The Haryana Police State Crime Branch has solved the blind murder case of Ankit, a 16-year-old boy who went missing nearly 2 years ago, and has brought justice to the victim's family members. The family, residents of Tosham in Bhiwani district, had been wandering in search of their missing son for the past two years or so. Despite investigating various aspects of the case, no concrete clues had been found. The case was handed over to the Hisar State Crime Branch, which solved the case in less than a month and arrested the accused. Ankit's body has been recovered on the basis of the accused's identification. The postmortem of the body of the deceased Ankit was conducted by a board of doctors on April 14, 2024. A case has been registered against the accused under Section 302, 201, 389, 411 of IPC Section 34 and investigation going on.

     
    Haryana Police Updates CCTNS System for New Laws Effective July 2024

    Haryana Police's CCTNS (Crime and Criminal Tracking Network and Systems) has been fully updated to comply with three new laws set to be implemented from July 1, 2024. A comprehensive review of the improved system took place during a meeting chaired by Director General of Police (DGP) Shatrujeet Kapur. Mr. O.P. Singh, Director of the State Crime Records Bureau, stated that the CCTNS system has been integrated with the new laws to facilitate efficient operation in the future. As part of this, an Evidence Management System has been developed, enabling investigative officers to upload videos, victim and suspect statements, sealed item videos, investigation reports, and search and seizure videos directly to the Haryana Police server electronically. This is now mandatory under the new laws coming into effect on July 1, 2024.

     
    Haryana Police's Action Against Crime and Criminals in the State: Operation Aakrman-10
    20/05/2024

    Following the directives of Haryana Director General of Police Shatrujeet Kapur, Haryana Police conducted Operation Aakraman-10 on May 19 to clamp down on criminals, illicit elements, and drug traffickers in the state. The operation Aakraman involved 1,199 police teams comprising 5,543 personnel, who conducted simultaneous raids across the state. These raids targeted a wide range of criminal activities, leading to the arrest of 653 individuals involved in various offenses. In total, 369 First Information Reports (FIRs) were registered under relevant sections of the Indian Penal Code (IPC), Gambling Act, Narcotic Drugs and Psychotropic Substances (NDPS) Act, Excise Act, and Arms Act.

     
    Effective Planning and Active Action

    1,199 teams of 5,543 police personnel initiated the raids from the morning of May 19, continuing until late evening. These simultaneous raids at various locations led to the successful capture of many criminals. During this operation, 24 FIRs were registered under the Arms Act, and 7 pistols were recovered, resulting in the arrest of 12 individuals. Additionally, 3 kg 351 grams of ganja, 51.07 grams of heroin, 11.3 grams of smack, and 2.400 kg of charas were seized, with 17 arrests made in these cases.

     
    Swift Action on Criminals
    20/05/2024

    During the campaign, the police tightened their grip on notorious criminals, capturing one most-wanted miscreant. The police also successfully apprehended 6 cyber criminals, 61 proclaimed offenders, and 38 bail jumpers who were wanted in multiple cases and had been evading arrest. Furthermore, 38 other accused involved in various cases were also apprehended during this special campaign.

     
    Crackdown on Drug Traffickers
    20/05/2024

    During the special campaign, 199 FIRs were registered under the Excise Act, resulting in the seizure of 174.5 bottles of English liquor, 2,264 bottles of country-made liquor, 258 bottles of beer, 330 bottles of illegal liquor, and 2,430 liters of lahan, tightening the noose on liquor smugglers. A total of 108 people were arrested under the Excise Act. Under the Gambling Act, the police arrested 42 accused and recovered cash amounting to ?227,145 from their possession.
