    Haryana Police is fully geared up for conducting Lok Sabha Elections 2024 in free, fair and peaceful manner

    In preparation for the Lok Sabha elections on May 25th and the bye-election of the Karnal assembly in Haryana, the Haryana Police will deploy over 35,000 personnel and 90 paramilitary companies to ensure peaceful and fair voting environment. Additionally, over 24,000 Home Guard personnel will also be strategically stationed throughout the region to maintain law and order. Overall, the police will keep a close watch on every nook and corner of the state. The Director General of Police, Shatrujeet Kapur, affirmed about above preparations and assured citizens that they can confidently exercise their right to vote without fear or coercion.

    Meticulous planning has been undertaken to guarantee unfettered exercise of voting rights to the electorate’s, devoid of intimidation or coercion. With an extensive network of 20,606 polling stations established across 10,343 locations, effective security arrangements have been made to ensure smooth conduct of voting. Out of these 3,033 polling stations at 1,362 locations have been identified as critical. Further 51 polling stations have been flagged as vulnerable, warranting heightened security measures.

     
    Enhanced Surveillance

    To bolster vigilance, a network of 130 inter-state and 170 intra-state checkpoints has been established, supplemented by a fleet of 418 flying squads, 415 static surveillance teams, and 34 quick response teams. Furthermore, 1,039 patrolling parties have been mobilized to uphold law and order and ensure peaceful election at the same time diligently adhering to the model code of conduct.

     
    Safeguarding Electoral Assets

    In conjunction with Central forces, personnel from the Haryana Armed Police and the Indian Reserve Battalion have been tasked with safeguarding the integrity of the 91 designated strong rooms. Stringent measures have also been taken to regulate licensed firearms, with over 1,14,667 weapons securely deposited out of 133513 licensed weapons. Besides, 339 firearms have been seized, and licenses for 1,202 weapons have been revoked, in response to violations of the Model Code of Conduct.

No government official or employee ever asks for money online. If anyone does so, they are undoubtedly cybercriminals aiming to trap you in a cyber-fraud scheme. Cybercriminals are using various tactics to dupe people into cyber fraud. Therefore, it is crucial to remain vigilant and avoid transferring money to any unknown person based on their requests.     Haryana Police Stations and Posts Enhance Security with Comprehensive CCTV System Installation

    In a significant stride towards fortifying security measures across Haryana, the Haryana Police Housing Corporation (HPHC) has successfully completed the installation of a comprehensive CCTV camera system at all 715 police stations and police posts in the state, encompassing 333 police posts and 382 police stations. This robust security infrastructure includes 2,953 fixed bullet cameras and 4,600 dome cameras, providing extensive surveillance coverage throughout Haryana. The system boasts advanced capabilities, including 18 months of audio and video recording for thorough documentation and investigation support. Dedicated server storage solutions for police stations and NVR (Network Video Recorder) storage for police posts ensure efficient data management. A Central Health Monitoring System (CHMS) at ERSS 112 in Panchkula enables real-time system monitoring and alerts, ensuring optimal functionality. Additionally, an uninterrupted power supply with a 10-hour backup guarantees continuous surveillance operations, even during power outages.

     
    Project Background and Implementation

    The project was initiated in December 2020 in compliance with a Supreme Court directive aimed at bolstering public safety and enhancing police effectiveness. Following state government approval in January 2022, HPHC embarked on the Rs. 106 crore project, selecting M/s Broadcast Engineering Consultant India Pvt. Ltd., a Government of India PSU, as the system integrator through a transparent e-tendering process. The successful completion of this ambitious project is a testament to the dedication and expertise of the HPHC engineering team, led by Managing Director Dr. R.C. Mishra, IPS. The invaluable support of Sh. Amitabh Dhillon, IPS ADGP (Provisioning), and Sh. Kamal Deep Goyal, IPS AIG (Provisioning), ensured the timely installation, meticulous testing, and seamless integration of the extensive CCTV network.

The girl, who is mentally challenged, had been missing since 2019. This remarkable achievement was made possible due to the relentless efforts and sensitivity of ASI Rajesh Kumar, who is part of the State Crime Branch's Anti-Human Trafficking Unit in Panchkula. His dedication to the case caught the attention of Haryana Police Director General Shtrujeet Kapur, who commended his efforts and encouraged him to continue serving with the same zeal and commitment.

     
    Haryana Police Conducts Virtual Training on New Legislation; Director General Emphasizes Smooth Implementation"

    In order to ensure the effective implementation of the Bharatiya Nyaya Sanhita 2023 (BNS 2023), Bharatiya Nagarik Suraksha Sanhita 2023 (BNSS 2023), and Bharatiya Sakshya Adhiniyam 2023 (BSA 2023), Shatrujeet Kapur, the Director General of Police for Haryana, chaired a virtual training program for the state's senior police officers. The program provided detailed information on the provisions of the three new laws through a PowerPoint presentation, emphasizing the changes in a clear and concise manner. To date, Haryana Police has prepared 3200 master trainers and trained an additional 7236 personnel at the district level on the new laws. Haryana Police is also offering short-term courses on the new legislation: a 10-day course on the Bharatiya Nyaya Sanhita 2023 (BNS 2023) and Bharatiya Nagarik Suraksha Sanhita 2023 (BNSS 2023), and a 5-day course on the Bharatiya Sakshya Adhiniyam 2023 (BSA 2023).

Haryana Police bolstered its infrastructure by establishing 29 cyber police stations across the state, enabling the training of 4989 police officers in cybercrime investigation and cyber forensics. Since February 1, 2022, Haryana Police has addressed the concerns of 7.25 lakh individuals regarding cybercrime. The Director General of Police urged the public not to disclose personal banking information to unknown individuals. In the event of falling victim to cyber fraud, he urged immediate contact with the cyber helpline number 1930. He stressed the critical importance of the "golden hour" – the first hour following a cybercrime – where freezing fraudulent transactions is most feasible. Therefore, prompt reporting of incidents is essential to mitigate losses effectively.

    Haryana Police has emerged as a national leader in cybersecurity, pioneering innovative strategies to combat digital fraud. Their commitment has yielded remarkable results, particularly in eight months (September 2023 - April 2024), during which they thwarted Rs 73 crore in cyber fraud attempts. Since November 2021, their efforts have protected a total of Rs 103 crore from potential losses. This success garnered national recognition, with Haryana's exemplary practices being showcased at a Finance Ministry recent meeting in Vigyan Bhawan, New Delhi, for the benefit of fintech and law enforcement agencies. The meeting brought together fintech and law enforcement agencies to discuss and share best practices. Haryana Police seized this opportunity to impart their exemplary strategies for preventing cybercrime to other states. The gathering included representatives from prominent fintech companies like Google Pay, PhonePe, Paytm, and Amazon, along with 60 other companies involved in the sectors. Under the leadership of Haryana Director General of Police, Shatrujeet Kapur, a comprehensive analysis of the existing cybersecurity system was conducted, revealing critical vulnerabilities. To rectify these weaknesses, the cyber helpline team underwent significant expansion, with its personnel strength doubling to 70. This enlarged team received intensive training and was deployed in two shifts, ensuring uninterrupted coverage.

     
    Haryana Sets National Benchmark with 27% Fund Block Rate

    Recognizing the crucial role of banks in cybercrime control, Haryana Police has taken proactive measures to address cybersecurity challenges in collaboration with bank representatives. A meeting was held with bank officials to identify and address existing shortcomings. HDFC Bank, in a pilot project, partnered with Haryana Police, yielding positive outcomes. Subsequently, under the chairmanship of Police Director General Shatrujeet Kapur, meetings were organized with other major banks to formulate a joint strategy. Currently, 13 nodal officers from eight major banks are working alongside the Haryana Police team. This collaboration has significantly enhanced the fund blocking rate, which rose from a mere 8% in September 2023 to 27% in March 2024. According to the Indian Cybercrime Coordination Center (I4C), this is the highest percentage in the country.

    In a groundbreaking effort to combat cybercrime, the Haryana Police has harnessed Astra software and facial recognition technology to block mobile numbers associated with individuals misusing identity documents for fraudulent purposes. This proactive initiative, conducted in collaboration with the Telecom Department, led to the deactivation of 496,000 such mobile numbers in Haryana’s Nuh district. Furthermore, leveraging the National Cybercrime Reporting Portal, the police successfully blocked 72,935 mobile numbers linked to cybercrime and froze 210,000 bank accounts connected to cybercriminals over the past year. ”Haryana Police champions both cyber security awareness and robust law enforcement to tackle digital fraud. Their awareness campaigns have reached 60 million people, while social media outreach and school programs educate the public about cybercrime tactics. Haryana Police has also utilized text and WhatsApp messaging extensively to spread vital cybersecurity information.

     
    Cyber Forensic Lab in Panchkula Swiftly Brings Blackmailers of Minor to Justice

    The Cyber Forensic Lab (CFL) in Panchkula has achieved a significant victory in securing the conviction of nine criminals involved in blackmailing a 14-year-old girl. The tireless efforts of the CFL team, working around the clock, led to the apprehension of the accused. A minor girl initiated contact with a boy on the Hangout app, unfortunately sharing personal photos and videos. Seizing this opportunity, the boy began blackmailing her, demanding physical relations. He further divulged her number to other boys, subjecting her to relentless harassment. When the situation escalated, the girl confided in her parents, leading to an FIR and investigation. Since all interactions occurred online, locating and arresting the accused posed a formidable challenge for law enforcement. Notably, the victim never met the perpetrators in person.

    Inspector Sunil Kumar, the Investigating Officer at the time, played a pivotal role. He apprehended the accused and seized their devices, which were sent to the CFL in Panchkula. Despite data deletion attempts, the CFL team meticulously recovered all relevant information. The absence of passwords in this case further highlighted the crucial role of the CFL's expertise and testimony. CFL experts meticulously presented evidence in court, dedicating 32 hours to certify each piece of information. As a result, the accused were found guilty and sentenced under two distinct sections of the law. The CFL's swiftness and diligence ensured justice for the victim and set a precedent in tackling cybercrime against minors.

     
    Haryana Police Launches "Operation Akraman-9" Against Crime and Criminals

    The Haryana Police launched a state-wide operation, "Operation Akraman-9"" on April 27th, to crack down on miscreants, criminal elements, and drug smugglers. In this operation, 1309 teams of 6161 police personnel were formed statewide. During the operation, 478 cases were registered under relevant sections of the IPC, NDPS Act, Excise Act, Gambling Act, and Arms Act. Additionally, 881 accused were arrested.

    Haryana Director General of Police, Shri Shatrujeet Kapur, explained that thorough intelligence gathering was conducted regarding criminal activities such as illegal weapon smuggling and narcotics trade before its implementation. Led by the Superintendents of Police and Deputy Commissioners of Police, the operation saw simultaneous raids conducted by 1309 teams across the state, persisting from early morning till late evening.The raids continued until late evening. Haryana Police targeted criminals by conducting simultaneous raids at different locations, resulting in good results thanks to a well-coordinated action plan. Operation Akraman focused on apprehending notorious criminals. Police successfully arrested 3 most wanted criminals, 3 rewarded criminals, 2 cyber criminals, and 21 heinous criminals. Additionally, they managed to apprehend 75 proclaimed offenders and 61 bail jumpers who were wanted in various cases and had been absconding to avoid arrest. The operation also led to the arrest of 145 other accused involved in various criminal activities.
